Social Security problems loom without legislative fix

Social Security made its first benefit payment in 1940. With a retirement payout age of 65, most people kept the system solvent by dying before they received benefits.

Social Security was supposed to be part of a three-leg retirement stool consisting of social security, personal savings and employer retirement payouts.
