Rogers Planning Commission approves rezonings for high intensity neighborhoods | Arkansas Democrat Gazette

ROGERS -- Two properties in town now can be used in a variety of additional ways after the Rogers Planning Commission approved a pair of rezonings Tuesday night.

The commission approved the rezoning of properties at 1101 W. Price Lane and 303 S. Promenade Blvd. from the T2 Rural Very Low-Intensity District to the T4.2 Neighborhood High-Intensity District.

Under the T2 zoning, the principal uses permitted for the properties included single-family residential structures and agricultural. Under the T4.2 district, principal uses include multifamily residential developments, offices and restaurants. Ultimately, a neighborhood high-intensity district encourages nonresidential uses such as local businesses to be within walking distance of homes.

The property at 1101 W. Price Lane is 8.6 acres, according to the county Geographic Information System map. The property is owned by Great Team Win LLC & CTJ Capital LLC, and the rezoning application was submitted by Halbert Law Offices. The proposed use under the new zoning is multifamily, according to the application.

Rogers resident Glenn Neal expressed concern about this rezoning.

"I just have a concern about the property on the north side of Price Lane being apartments -- big apartments, a lot of apartments," Neal said. "I know they're not asking for that now, but eventually they will be."

Tripp Halbert, spokesperson for Halbert Law Offices, said there are no decisions made yet on the type of development that will be on the property.

"There are some utility constraints on the east side of town, and we wouldn't know what type of development would be appropriate until we get to that point," Halbert said.

Commissioner Derek Burnett said when talking about a rezoning, there is not much the planning commission can do in the moment about a concern regarding potential developments.

He said though the public comment was greatly appreciated, Neal's concerns were not something the commissioners could consider at this meeting. He said the commissioners could talk to Neal outside of the meeting for further discussions about his concerns.

The applicant for the rezoning of the 1.05-acre property at 303 S. Promenade Blvd. was Swope Consulting LLC, a civil engineering and land surveying firm.

There was no public comment on this rezoning, and the planning commissioners unanimously approved it.

In other business, the commission:

Approved a rezoning at 1771 W. Pleasant Grove Road from a medium-intensity zone to a highway commercial zone. A highway commercial zone is located near a highway or intersection and accommodates the traveling public, according to city code.

Approved a large-scale development for Big Whiskey at 1787 W. Pleasant Grove Road that includes a restaurant and tenant spaces.
