To get the Flint Axe in Winter Burrow you must complete the 'Cook a Healing Stew for Aunty' quest within Moss' quest chain. As a reward for completing this quest, Aunty will give you the crafting recipe for the Flint Axe.

Once you've gotten the Flint Axe crafting recipe from Aunty you can visit your woodworking crafting bench in your burrow to start making it.
