Manchester man arrested for initiating police pursuit during traffic stop

MANCHESTER, CT (WFSB) - A Manchester man was arrested on Sunday morning after attempting to evade police.

At approximately 11:50 a.m., a trooper on duty was monitoring traffic on Interstate 84 eastbound near Exit 29 when they noticed a brown Volkswagen Jetta driving erratically and speeding at about 90 mph in a 65 mph zone.

The vehicle was pulled over after it was discovered that the Connecticut registration was suspended due to lack of insurance.

The driver, identified as 21-year-old Barry E. Howard of Manchester, also had a suspended license.

When the trooper approached Howard's vehicle to continue the investigation, Howard fled the scene, leaving his license behind.

Troop H responded and went to Howard's last known address but could not locate him.

Police then contacted a family member, who persuaded Howard to meet with the troopers.

During the call, Howard indicated he would be in the area of Northwest Park.

Howard was later found on Union Street, where he was arrested.

He faces multiple charges, including interfering and resisting arrested, operating without minimum insurance, disobeying the signal of an officer, engaging police in pursuit, failure to maintain proper lane, reckless driving, and operating a motor vehicle while suspended.

Howard was issued a $55,000 cash bond and is scheduled for arraignment at Manchester Superior Court on August 12, 2024.
