On December 12, the Naval Information Warfare Center (NIWC) Atlantic issued a market survey for determining Small Business capabilities and is soliciting information from potential sources to produce and deliver integrated Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems, networks, and support equipment for C5ISR Acquisition, Engineering, and Integration (CAEI). Responses are due by January 7, 2025.

The NIWC Atlantic Corporate Production operation known as the CAEI Service Center is modeled around a strategic partnership between a Government technical team and a single production contractor. With access to Government resources (space, people, tools, equipment, and infrastructure), the production contractor is responsible for procuring, fabricating, assembling, integrating, testing, inspecting and delivering a highly diverse range of systems that include various complex designs provided by Navy program offices in the form of technical data packages. Systems vary in complexity, but generally include the integration of engineered cable assemblies, mounting kit assemblies, hardware, and software/security applications necessary to provide the Warfighter with the capability to communicate, maintain situational awareness, and achieve information dominance.

The CAEI IPT implements a system of processes and metrics (the CAEI Management System) to define, procure, fabricate, assemble, integrate, test, inspect, and deliver fully integrated solutions. The CAEI Management System helps eliminate duplication of efforts throughout the Command and promotes a quality product line through achievement of standard, predictable, repeatable processes, reduced variation, and a culture driving focus on customers and continual improvement that all team members are expected to support.

The contractor shall be required to produce and deliver integrated C5ISR systems, networks, and support equipment in support of multiple large acquisition programs on various platforms. At any given time during the life of the contract, the contractor shall be responsible for the concurrent production of between approximately 50 and 65 integrated C5ISR systems; each in different production phases and of varying complexities. Systems will span the entire C5ISR spectrum with installations on shipboard, land-based, and field-based systems. The number of Full Time Equivalents (FTEs) required to perform this effort varies proportionally with Warfighter demand and active orders issued under this contract; however historically, production contractors have averaged approximately 250 FTEs performing at any given time.
