SUISUN CITY -- The City Council is asked to rejected a bid protest and give the city manager permission to hire Rapid Grading Services for the 2025 Pavement Resurfacing Project.
Funding will primarily be sourced from the Road Maintenance and Rehabilitation Program established under Senate Bill 1 with an expected balance of $1.26 million at the close of Fiscal Year 2024-25.
A $351,814 fee collected from PG&E's gas pipeline upgrade projects will further contribute to the funding. The total project budget
from these two funding sources is $1.61 million.
The project includes:
Blossom Avenue, from Pintail Drive to Chyrl Way, which includes asphalt rubber cape seal, digout repairs, edge line striping and centerline striping. The segment from Chyrl Way to Railroad Avenue will receive edge line striping, centerline striping, pavement markings and rumble strips as traffic calming measures.
Sunset Avenue, from Highway 12 to the northern city limit. The work includes fiberized microsurfacing, digout repairs, 3-inch grind and overlay, and striping, including striping along median island curb.
Worley Road, from Railroad Avenue to Phillip Way. The work includes digout repairs, 3-inch grind and overlay, and striping.
Walters Road, from Petersen Road to Bella Vista Drive. The work includes digout repairs primarily within wheel path of travel.
Walters Road, from Highway 12 to Petersen Road. The work includes digout repairs primarily within wheel path of travel.
The notice to contractors was published on March 26 followed by a second advertisement on April 2.
Consolidated Engineering protested the city's choice of Rapid Grading Services saying Rapid did not purchase the official bid documents from the city and Rapid didn't fill in the total correct amount per specifications in the bid book.
The city disagreed.
The total amount is nearly $1.05 million, including a contingency in the amount of the remaining balance of $565,215 in the construction budget toward additional work on the project street segments, in-house inspections, in-house construction management, and addressing unforeseen items.
