SUISUN CITY -- Council members and the public had questions on July 15. City staff is prepared to answer them at Tuesday's meeting as the discussion resumes regarding the 20-unit, multi-family residential unit at 400 Main St.
The project is anticipated to contribute approximately $15,500 in Community Facility District taxes annually and would increase the property tax base. The overall contribution would be dependent on project specifics.
Issues raised at the July 15 meeting included:
* Parking.
* Fencing of the property.
* Timing of project during an update to the Waterfront District Specific Plan.
* Paint color and/or design.
The agenda offers the following responses from the city:
Parking
Assembly Bill 2097 generally prohibits imposing minimum parking requirements on most development projects located within one-half mile of a major transit stop. The law took effect in 2023.
The project site is located within one-half mile of the transit hub located at 177 Main St., which serves Amtrak, Capitol Corridor, Solano County Transit and Napa Valley Transportation Authority.
Quality of life
During the July 15 meeting the "quality of life" issue, which was primarily attributed to proximity of the project to an area of regularly scheduled public events, was brought up.
Events are frequently held in the immediate vicinity of the project. Typical standards would apply to the project that apply to any other project in the city regarding noise and disturbance.
The applicant would include disclosures to prospective tenants indicating the frequency of events. A condition of approval has been added to ensure that appropriate disclosures are included so that tenants are aware of regularly scheduled events that may cause elevated periods of noise and light.
Fencing
The structure is proposed at a zero-lot line. There are no setbacks or areas that could be fenced. Although the plans show porches/patios entering the ground-floor units, elevations indicate they aren't fully enclosed and, if approved, would need to be constructed per the plans.
To ensure that the property is not otherwise fenced as part of the project, a condition of approval has been added. Because the project would be constructed based on what is proposed, including conditions of approval, fencing of the property would no longer be a concern.
Waterfront District Specific Plan
The Waterfront District Specific Plan is not a basis for suspending action on the project.
The existing adopted Specific Plan, including amendments, would continue governing development within its area. The project application cannot be suspended or halted based on a desire to update to the Specific Plan.
Paint color and/or design
A city's ability to regulate or impose design standards, absent of adopted objective design standards, is severely limited. The applicant has agreed and is willing to work with staff on exploring other paint schemes prior to finalizing plans.
The applicant voluntarily hosted a second Good Neighbor meeting on the project on Aug. 6. About 12 participated, the applicant said.
